Outsider forbidden/คนจากข้างนอกไม่อนุญาต
Today there were 3 outsiders go swim to our pool. The committee member Jib sent them away. This pool is only available for Pattaya Tropial Village Phase II. วันนี้มีกลุ่ม คนอินเดีย 3 คน จากหมู่บ้านอื่น ซึ่งเดินผ่านประตูกั้นกลางเข้า มาและได้ถือวิสาสะ ลงเล่นน้ำในสระของเรา ทางคณะกรรมการได้ห้ามไม่ให้ใช้ ถ้าหากท่านสมาชิกพบว่ามีคนนอกซึ่งไม่มีส่วนเกี่ยวของกับคนใหนหมุู่บ้านเรา รบกวนแจ้งให้เราทราบค่ะ สระว่ายน้ำเฟส2 ถือเปนสมบัตของหมู่บ้านเราค่ะcomment

Agenda 2: The past year
What is achieved during the past year?
- We have cleaned the drainage tubes in the village.
- We have strengthened the perimeter wall (The last part, between Soi 8 and Soi 6 is not yet done).
- We have created openings at the end of Soi 7 and Soi 9, so that, when there is flood, water can leave the village.
- We have restored the borders around the trees in the Main Street and replaced the drain covers at the beginning of Soi 8,9,11,13 and main gate.
- We have built our own office.
- We have created a website.
- We have placed security barriers at the entrance of Phase 2 and between Phase 1 and Phase 2.
- We have our own swimming pool.
- We have put in the park a small building where the gardener can place his material.
- We have our own electricity meter (3 phases) in Phase 2 and our electricity is disconnected from phase1.
Agenda 3: Budget 2017
As Budget 2016 that we asked only one year for the extra 300 baht/month or 3,600 baht. We have strengthened the perimeter walls. The last past, the wall between Soi6 and 8, once the Tessabaan has back filled the outside of the wall then we can complete.
The monthly maintenance fee for the year 2017 will be 1,000 baht, or 12,000 baht as agreed.

Agenda 4: The residents who did not pay the extra 300 BTH.
The committees have asked the residents to pay 300 baht extra every month. There are 2 residents (House no. 142/178 and 142/187) refused to pay the 300 baht and the maintenance fee for longer 6 months.
The committee would like to inform that the residents who did not pay the fee and the extra (according by the general meeting) we can follow the procedure to bring them to the court.

Agenda 5: Mopeds in the village
Several residents have complained over the past year that children are driving with mopeds in the village. There is no rule to prevent from the children using mopeds in the village. The committee asked the residents to vote if it is allowed or not.

32 Voted No The residents don not allow that minor children are driving with mopeds in the village
After voting 74 % of the residents did not agree and want that the committees forbid it.
Agenda 6: Other business (if any)
1. Play garden for the children. As promised during the last meeting, Phranee (wife of Eugeen) has donated money 50,000 bath to buy several toys, so that the little children of our village will have a real play garden in our park. In a factory workers are making the toys. They will bring the toys at 20th January 2017.
2. The Invitation registered letter. According to the rules & regulations the committee have proved that the house owner have received the invitation letter within 15 days.

วาระที่ 2 สรุปผลการดำเนินการที่ผ่านมา
- ขุดลอกท่อระบายน้ำทั่วทั้งหมู่บ้าน
- เสริมสร้างความแข็งแรง กำแพงรอบหมู่บ้าน (ส่วนสุดท้าย กำแพงระหว่าง ซอย 8 และ ซอย 6 ที่ยังไม่เสร็จ)
- การสร้างประตูระบายน้ำท้ายซอย 7 และ 9 เพื่อระบายน้ำออกจากหมู่บ้าน
- ซ่อมแซมกรอบใส่ต้นไม้บริเวณถนนหลัก และ เปลี่ยนฝาท่อระบายน้ำเป็นตะแกรงเหล็ก บริเวณต้นซอย 8,9,11,13 และ ทางเข้าป้อมยามเฟส 2
- สร้างสำนักงานนิติบุคคลหมู่บ้านจัดสรร พัทยาทรอปิคอล เฟส 2
- สร้างเว็บไซด์เพื่อให้สมาชิกได้ติดตามข่าวสารที่สำคัญในหมู่บ้าน
- ติดตั้งระบบประตูอัตโนมัติแบบ รับสัญญาณระยะไกล
- สร้างสระว่ายน้ำ หมู่บ้านพัทยาทรอปิคอล เฟส2
- ย้ายและสร้างห้องเก็บของ
- ติดตั้งมิเตอร์ไฟฟ้า 3 เฟส และ ย้ายสายไฟฟ้าทั้งหมดออกจาก เฟส 1
มติที่ประชุม เห็นชอบ
วาระที่ 3 งบประมาณประจำปี 2560
จากงบประมาณประจำปี 2559 ได้ขอจัดเก็บเพิ่มเงินสมทบค่าส่วนกลาง 300 บาท/เดือน หรือ 3,600 บาท/ปีนั้น ซึ่งกำหนดจัดเก็บเพียง 1 ปีเท่านั้น และคณะกรรมการนิติบุคคลเฟส 2 ได้ทำการซ่อมแซมเกือบจะเสร็จสิ้นทั้งหมด เหลือเพียงกำแพงบริเวณ ซอย6-ซอย8 ซึ่งจะทำการซ่อมแซมให้เสร็จโดยเร็วหลังจากเทศบาลได้เข้ามาถมบริเวณด้านนอกกำแพงเป็นที่เรียบร้อยแล้ว ส่วนงบประมาณปี 2560 ขอจัดเก็บค่าส่วนกลางตามเดิมคือ 1,000 บาท/เดือน หรือ 12,000 บาท/ปี ดังรายการงบประมาณปี 2560
มติที่ประชุม ข้อที่ 1 ยินยอม มีจำนวน 42 เสียง
ข้อที่ 2 ไม่ยินยอม มีจำนวน 1 เสียง โดยขอให้เพิ่มค่าส่วนกลาง
วาระที่ 4 สมาชิกที่ค้างชำระเงินสมทบ 300 บาท เป็นเวลา 1 ปี (ตามมติที่ประชุม)
ปี 2559 คณะกรรมการฯได้จัดเก็บค่าส่วนกลางและเงินสมทบ(ตามมติที่ประชุม) แต่ขณะนี้ยังมีสมาชิกบางท่าน (บ้านเลขที่ 142/178 และ 142/187) ยังไม่ทำการจ่ายค่าส่วนกลางและเงินสมทบฯเกินกว่า 6 เดือนขึ้นไป คณะกรรมการฯ จึงมีความจำเป็นต้องดำเนินการตามข้อบังคับและคู่มือระเบียบการเข้าอยู่อาศัย(เล่มเขียว) และหากค้างชำระเป็นเวลานานคณะกรรมการฯ จะต้องดำเนินการฟ้องร้องตามกฎหมายต่อไป จึงเรียนให้ท่านสมาชิกรับทราบตามระเบียบ โดยให้ทำการลงใบคะแนน เพื่อรับทราบ

ไม่ออกเสียงรับทราบ 3 เสียง
วาระที่ 5 เรื่องการขับขี่จักรยานยนต์ในหมู่บ้าน
เนื่องจากมีสมาชิกได้ร้องเรียนเกี่ยวกับเด็กขี่รถจักรยานยนต์ภายในหมู่บ้านฯโดยไม่มีใบอนุญาตขับขี่ ซึ่งเรื่องนี้ทางนิติบุคคลฯยังไม่ได้มีกฎระเบียบเกี่ยวกับใช้รถใช้ถนนภายในหมู่บ้านฯ ซึ่งส่วนใหญ่ก็อาศัยตามกฎระเบียบของทางราชการ ดังนั้นคณะกรรมการนิติบุคคลฯ จึงขอสอบถามความเห็นมายังท่านสมาชิกว่ามีความคิดเห็นเป็นประการใด จึงได้ทำใบลงคะแนนเสียง ดังนี้ 1. อนุญาตให้เด็กที่ไม่มีใบขับขี่รถจักรยายนต์ ขับขี่ภายในหมู่บ้านได้
2. ไม่อนุญาตให้เด็กที่ไม่มีใบขับขี่รถจักรยายนต์ ขับขี่ภายในหมู่บ้านได้
มติที่ประชุม ตามข้อที่ 1 ลงคะแนนเสียง 11 เสียง
ตามข้อที่ 2 ลงคะแนนเสียง 32 เสียง
คิดเป็นคะแนนเสียง 74 เปอร์เซ็นต์ ไม่อนุญาตให้เด็กขับขี่รถจักรยานยนต์ภายในหมู่บ้าน
วาระที่ 6 วาระอื่นๆ
1. เรื่อง เครื่องเล่นสนามสำหรับเด็ก ตามที่คุณปราณี สอาดรัมย์ (ภรรยา ยูจิน ฟัน อาร์สโค้ท) แจ้งความประสงค์ จะบริจาคเครื่องเล่นเด็กสนามเมื่อสระว่ายน้ำสร้างเสร็จเรียบร้อยแล้ว ซึ่งขณะนี้ คุณปราณี ได้มอบเงินเพื่อนำไปซื้อเครื่องเล่นมูลค่า 50,000 บาท และคณะกรรมการฯ ได้ดำเนินสั่งซื้อเรียบร้อยแล้ว และจะส่งมอบภายใน วันที่ 20 มกราคม 2560
2. เรื่อง การส่งจดหมายลงทะเบียนเพื่อทำการเปิดประชุมสามัญและวิสามัญตามระเบียบของราชการ เมื่อนิติบุคคลฯทำการเปิดประชุมสามัญหรือวิสามัญ ต้องจัดทำหนังสือเชิญประชุมไปยังท่านสมาชิกภายใน 15 วัน และเพื่อพิสูจน์ว่าได้ทำการส่งจดหมายเชิญประชุมจริง จึงต้องทำการส่งจดหมายลงทะเบียนทุกครั้ง
