Subejct: Traffic rules
I would like to express my concern about young kids drive around the village on motorbikes, without the right credentials. They have not the age (15 years) to be able to drive, they have no drivinglisense , no knowledge of traffic rules, their brain is not full grown to be able to take the right responsibilitiy and making the right desissions. They don’t use or wear helmets while driving and they have no Insurance because of all i have just mentioned.
I am in the understanding that the traffic rules that apply for the maine roads also apply for the village roads. Most curtainly the road infront of my house (soi 6, number 184) for this belongs to the tessebaan.
Furthermore i think that parents and grownups have a shared resposiblitie towards children aspecialy in this matter. We should have a interest in the wellbeeing of children and should respect the laws and regulations for driving a motorbike in Thailand and elsewhere.
To many children and grownups who never learned to drive in a safe way get into trubble and this has to stop. Troughout Thailand this is a big problem. Thailand is the secund worse country in the World with deadtawl in traffic.
Many of the traffic rules that apply for normal roads are also applying for the village road. So we could implement these rules aswell in the green book.
What will happen if a young kid gets into a accident and drives against an other kid or a parked car or house and damage this. Who will pay for this and will the kid(s) comply with saying they have done this or just drive on and be scared to tell anything because of the costs, etc.
We all know about the grazy driving that we see every day in Thailand. This has a reason and consequenses, resulting in many accidents and people dying or getting hurt badly.

ฉันขอแสดงความกังวลเกี่ยวกับเด็กๆที่ขี่มอเตอร์ไซด์รอบๆหมู่บ้าน โดยขาดความรู้เรื่องกฏจราจร. เขาเหล่านั้นอายุยังไม่ถึง 15 ปี ทั้งที่ไม่มีใบอนุญาตขับขี่ ขาดความรู้เรื่องจราจร และยังไม่โตเด็มที่จะรับผิดชอบ และการตัดสินใจที่ถูกต้อง เขาไม่ได้สวมหมวกป้องกันนิรภัยในขณะขับขี่ และเขาเหล่านั้นไม่มีประกัน ตามทั้งหมดที่ฉันกล่าวถึงนี้
ฉันเข้าใจดีว่ากฎจราจรนั้น ใช้บนถนนหลักไม่ได้ใช้ในถนนหมู่บ้าน ส่วนใหญ่ถนนหน้าบ้านฉัน (ซอย 6 บ้านเลขที่ 184) ที่เป็นของเทศบาล ซึ่งฉันคิดว่าผู้ปกครองและคนที่โตกว่าจะต้องแบ่งกันรับผิดชอบเรื่องนี้ เราควรจะให้ความสนใจเกี่ยวกับเด็กๆและควรเคารพกฎและระเบียบข้องบังคับการขับขี่มอเตอร์ไซด์ในเมือไทยหรือที่อื่นๆ
มีเด็กๆหลายคนและเด็กโตที่ไม่เคยเรียนการขับขี่ที่ปลอดภัยจนกระทั่งได้รับอุบัติเหตุเรื่องเหล่านี้ควรจะยุติลงได้แล้ว เมืองไทยปัญหานี้เป็นปัญหาใหญ่ ประเทศไทยเป็นประเทศที่มีผู้เสียชีวิตเป็นอันดับสองของโลก กฎจราจรถูกบังคับใช้เฉพาะบนถนนหลัก แต่มันมันจะนำมาใช้บนถนนในหมู่บ้านด้วย เราควรจะเล็งเห็นความสำคัญ ควรจะมีข้อปฎิบีติในสมุดเล่มเขียว
จะเกิดอะไรขึ้น ถ้าหากเด็กๆได้รับอุบัติเหตุหรือขับขี่ชนเด็กอื่นๆ หรือแม้แต่ขับชนรถยนต์ที่จอดอยู่ หรือ ทำความเสียหายแก่บ้านเรือน ใครจะเป็นคนจ่ายค่าเสียหาย เราตระหนักดีว่า การขับขี่ในเมืองไทยเป็นไปอย่างบ้าคลั่ง นี้แหละเหตุผลและผลกระทบที่ตามมาคืออุบัติเหตมากมายและผู้เสียชีวิตหรือบาดเจ็บสาหัส

Further to the recent Pattaya Tropical Village phase 2 an Extraordinary Meeting, at which the co-owners voted with a majority
that we put the barrier between the public road (running from Soi 6- 7) and the main street of Pattaya Tropical Village phase 2.
At the beginning of Soi 6 and 7 are placed on our land. Therefore the residents of Pattaya Tropical Village which used on the private street
of Pattaya Tropical Village phase 2 will not be able to use entrance/exit.
เมื่อวันที่ 15 พฤษภาคม 2559หมู่บ้านจัดสรรพัทยาทรอปิคอล เฟส 2 ได้มีประชุมใหญ่วิสามัญประจำปี 2559 เสร็จสิ้นแล้วนั้น ในที่ประชุมได้มีการลงมติเป็นเอกฉันท์ให้ทำการปิดกั้นขอบเขตระหว่างถนนสาธารณะกับ ถนนหลักของหมู่บ้านพัทยาทรอปิคอล เฟส 2 บริเวณปากซอย 6 ถึงปากซอย 7 ด้านฝั่งที่อยู่ในเขตความรับผิดชอบของนิติบุคคลฯพัทยาทรอปิคอล เฟส 2 โดยจะทำการติดตั้งระบบประตูอัตโนมัติ เปิด-ปิดการเข้าออกให้เฉพาะสมาชิกของเฟส2 เท่านั้น

VOTING 1
A majority of 53 residents agree that Mr Passong may build for free a swimming pool on our land.
VOTING 2
A majority of 49 residents agree that we will put a gate or barrier in our main street between Phase 2 and 1.
We will also build a perimeter wall at house 184.
Residents of Phase 1 have to use their gate.

OUR OWN SWIMMING POOL

During the past weeks, our committee negotiated with the Landoffice and with Mr. Passong, the builder of our village.
The result is magnificent. Mr. Passong shall build FOR FREE a swimming pool on our land near our gate.
This morning technicians of Mr. Passong came to Phase 2 to specify where the pool will be built exactly.
In the afternoon Mr. Passong came to visit the committee in our new office and to explain that he will make a very nice pool.
Soon Phase 2 will have its own swimming pool.
The past year, the committee has spent a lot of time on friendly talks with the Tessa Baan, with the Landoffice and with Mr. Passong. At all levels Phase 2 has taken advantage from it.
With friendly conversations, all doors are opened. |

COMMITTE MEMBER EUGEEN RESIGNS
Dear residents of Phase 2
One year ago, the residents elected me as a member of the committee.
During the past year, the new committee (Tiu, Jib, Paul and me) has done a lot of things for our village.
- A website with daily information;
- Reducing the normal monthly costs and inform the residents about income and expenses;
- Several walls are made stronger to hold the water outside the village;
- We have built our own office;
- Made the borders around the threes in the main street nice;
- Arranged that the water can leave the village in Soi 7 and Soi 9;
- Meetings with Tessabaan, Land Office …
To be a committee member, is really a full-time job. It is a responsible job that all the members do for free.
They do it for the good of our village.
When I became a committee member, and also during the last general meeting in 2015, I have asked
the residents only one thing:
“Please, pay the monthly maintenance fee and the 300 baht on time”.
Without money, the committee cannot work”.
But when I see now that in 2016, 26 residents never have paid fee or the 300 baht
and 56 residents (45%) didn't pay yet their fee or the 300 baht for the month of May, than I am very disappointed.
Together with my wife I have donated 100,000 baht to the village in order to build an office.
But when I see that a former committee member, and even someone who is at this moment committee member
don't want to pay the 300 baht, I am also very disappointed.
I know, with the introduction of the barrier system at our gate, more residents will pay.
They will pay to make it easier for themselves. Not because they appreciate all the work of the committee and maybe
they will be angry at the committee, because they have to pay now. Again a series of complaints the next weeks.
Last year I was hoping to be a committee member for years. I gave the best of myself to the village.
But the only thing I asked the residents, to pay the fee and 300 baht on time, is not possible.
So for me it stops.
I want to thank Tiu, Jib and Paul for the good cooperation. Together we were a strong team.
And we proved that in a few months, a lot of things can be achieved.
I hope they have the courage to continue working with the same passion,
although a lot of residents do not deserve it.

Such sad news Eugeen is resigning. He was an outstanding member of a very effective team. He will be sorely missed.
I can however understand his disappointment in the residents who refuse to pay the maintenance fee and in particular the extra payment enabling the committee to function properly.
Thank you Eugeen for your contribution on our behalf.

SOI 10 - HOUSE 165
At the end of Soi 10, there is a place where drivers can turn their car.
The committee has received complaints from several residents because the residents of house 165
use this place
as their private parking.
Phase 2 committee chairman Tiu informed already the residents of house 165 that this is not allowed.
Moreover, in front of house 165 are always a lot of mopeds and cars parked.
Residents don't know what is going on there.
Our committee will again talk with the owner of the house.
